Meeting Minutes
Time of Meeting: 9:00 a.m. – 10:30 a.m.
Location of Meeting: Center for Urban Population Health
Present: Ruth Ann Belknap, Marquette University; Gabriela Diéguez, SSCHC; Leslie Davis, Aurora Walker’s Point Community Clinic; Martina Gollin-Graves, Mental Health America of WI; Terrie García, Marquette University; Stephanie Calloway, Proyecto Salud; Abraham Calleros, UMOS; Trishla Shah, Disability Rights WI; Melissa Waldo, SSCHC; Kenyatta Yamel, Independence First.
Preparation for meeting with Milwaukee County Behavioral Health Division on 3-31-10
- Discussed how many people is a good number for meeting with BHD.
- Agreed that people who will participate will meet at the lobby on Wednesday, 3-31-10, at 10:15 a.m.
- Talked about Jim Kubicek’s request to have more detailed information about specific incidents when Spanish interpretation has not been available. Discussed how HIPPA restricts providers from providing information requested because it will be a violation of confidentiality. Leslie agreed to reply to Jim Kubiceck’s e-mail about issue.
- Added two agenda items: payment of services and requirement of a social security number.
- Discussed how, as an introduction, it will be important to explain that Latino population can easily feel threatened about being asked for a social security number.
- Reviewed information sent by laywer Cabrall in regards to how health services are covered. Discussed need to find out how federal coverage of services applies in case of life and death situations and how EMTALA law applies.
- Leslie brought up concern that Health Care for the Homeless is not taking referrals from her and only taking them from County. Martina explained that it might be based on capacity not on policy. It would be important to find out from management if this is a policy.
Action Items
- Trishla to contact Cabrall laywer.
- Leslie to contact Ursula to see if they have had any cases that could be presented to BHD, edit agenda, e-mail back Jim Kubicek.
